GTA 3 Box Art Changed After 9/11
Dan Houser says Stephen Bliss created the design in two evenings after Rockstar dropped artwork featuring burning buildings.

The GTA 3 box art was changed close to release because its previous version featured burning buildings, Dan Houser has revealed. Following the 9/11 attacks, Rockstar considered that image potentially offensive. The replacement produced under severe time pressure went on to create one of Grand Theft Auto's most recognizable visual identities.
Houser, one of Rockstar's co-founders, said Stephen Bliss produced the new artwork in roughly two evenings. The design divided the cover into shards and squares containing different images. That composition became the template adopted by subsequent games in the series.
A cover created in two evenings
According to Houser, the earlier artwork would have been acceptable if the attacks had not just occurred. The presence of burning buildings, however, made releasing it inappropriate at that moment. The team therefore needed to find an alternative quickly ahead of launch.
Stephen Bliss took responsibility for the replacement and completed it over approximately two evenings. That process produced the panel-based arrangement now associated with GTA covers. Houser stressed that the look emerged directly from the change prompted by 9/11.
The sensitivity was especially relevant because of GTA 3's setting. The game takes place in Liberty City, a parody of New York City, where the attacks occurred. Rockstar was preparing to launch the game in the event's immediate aftermath.
The adjustments were not limited to the packaging. Houser said a few pieces of game content that would normally have been acceptable felt excessive in that specific context. The team removed those elements, edited a couple of dialogue lines and conducted a quick review before deciding the game was ready to launch.
The launch of GTA 3
GTA 3 was released in October 2001. Houser described its commercial growth as gradual, rather than being driven by a single exceptionally large week. Sales continued building through Christmas 2001 and into early 2002 without stopping.
The hastily created cover remained alongside the game's success. According to Eurogamer, its structure served as the template for every subsequent entry and extended to the artwork for GTA 6. A solution created under intense time pressure ultimately connected multiple generations of the franchise.
Houser also linked the design to GTA's place in wider popular culture. He mentioned YouTube videos incorporating interface elements and people using the series' logo or related imagery. Shirts inspired by the cover composition also began appearing at major tourist destinations, a trend he said he started noticing around ten years ago.
What this changes for players
The revelation does not change GTA 3's current price, platforms, access or content. Instead, it explains how a decision made shortly before launch established a visual language that fans would immediately associate with the series. It also shows that the classic cover was not part of a visual plan developed from the beginning.
What remains unknown
Houser did not identify the specific pieces of content removed from the game or the dialogue lines that were edited. He also did not provide the exact date on which the earlier artwork was abandoned or its replacement completed. His account confirms only that the change happened close to release and that Bliss produced the new cover in about two evenings.
Dan Houser shared the story during an IGN interview, with the account reported and contextualized by Eurogamer. The outlet highlighted how the last-minute decision established a pattern that followed GTA for decades. For fans, it provides a new explanation for the origin of an element that became inseparable from the franchise's identity.
