GTA 6 Wasn't Fully Formed for Trailer 1
Rob Nelson says the Tom Petty song helped guide the team during development.

The GTA 6 Trailer 1 was released when the game was not yet “fully formed,” according to Rockstar North boss Rob Nelson. He explained that the team already had an idea of what the project should be, but still needed to work to bring it together. Tom Petty’s “Love is a Long Road” served as a mission statement for that process.
GTA 6’s state during Trailer 1
Rockstar released GTA 6’s first trailer in December 2023. Although the presentation already showed a project that appeared to be coming together visually, Nelson said the game was not completely defined at that point. The team had a direction, but its different elements still had to be assembled into a cohesive experience.
Nelson described the song selected for the trailer as a kind of mission statement. The track helped the developers rally around the feeling the game was supposed to convey. Rather than serving only as music for the video, it also provided an internal creative reference.
The Rockstar North boss added that the trailer was made with the best material the team had at that stage. That did not mean development was complete or that every part of the game had already been settled. According to Nelson, the presentation became a “guiding light” for what GTA 6 needed to feel like.
The comment helps distinguish between two different stages of production. A trailer can present a clear identity even while the complete game is still being brought together. In GTA 6’s case, the first video also helped establish that identity for the development team itself.
Rockstar’s research in Miami
Nelson also discussed the early work behind Vice City, GTA 6’s version of Miami. After the city was chosen as the setting, one of the first things the developers did was travel to Miami. The initial goal was to experience the location directly and observe what could inform the project.
According to Nelson, those first visits usually involved only a small group. The developers drove around the area, took a large number of photographs, and absorbed as much of the environment as possible. They later shared their impressions and discussed which ideas they wanted to incorporate.
The interview does not specify which locations, images, or observations from those trips reached the final game. It also does not detail how long this research phase lasted. The account only confirms that firsthand experience in Miami was part of the early work on Vice City.
What this changes for GTA 6 players
Nelson’s comments do not change the release information presented by the source. GTA 6 remains scheduled for November 19 on PlayStation 5 and Xbox Series X|S. His remarks primarily explain how Trailer 1 functioned within development, rather than only as a promotional video for the public.
For fans, the comment shows that the December 2023 video captured a particular stage of the project. It brought together the best material Rockstar had at that moment while the team continued working to complete the vision it presented. This helps explain how a trailer can feel cohesive before the entire game is fully formed.
The statement also gives the music a larger role than that of a conventional soundtrack choice. “Love is a Long Road” helped define the emotional direction the developers were pursuing. Nelson did not, however, specify which systems, missions, or other parts of the game were guided by that reference.
What remains unknown
The interview does not reveal when the team began to consider GTA 6 fully formed. It also does not explain how much of the project changed between Trailer 1 and later stages of development. Without those details, it is not possible to determine which parts seen or suggested in that presentation were still evolving.
The account leaves another question open about the Miami research: which elements observed during those trips were incorporated into Vice City. Nelson described the process of driving, taking photographs, and exchanging ideas, but provided no specific examples. According to GameSpot, Rob Nelson made the comments in an interview with Trois Couleurs.
